[Windmill-dev] Dependency package name changes

A bunch of windmill dependencies i was maintaining were just moved to  
google code and this resulted in a small name change.

wsgi_fileserver is now wsgi-fileserver
wsgi_jsonrpc is now wsgi-jsonrpc
wsgi_xmlrpc is now wsgi-xmlrpc

Before we pushed out windmill 0.4 I changed the dep names in setup.py  
but I didn't remove the old packages from PyPI until just now. If  
you're running an old version of windmill and you try to update these  
dependencies independently you're going to see package not found  
errors. Everyone on newest should be fine.
