[Windmill-dev] windmill bin changes

I just checked in a big change to the naming and build stuff for the  
windmill bin.

windmill-admin.py was renamed to windmill.

setup.py now installs windmill into your PATH ( On Mac and Windows  
you need to make sure that the python bin directory is in your PATH ).

This means no more running python windmill-admin.py blah.

Everyone will need to rerun `python setup.py develop` after their  
next svn up.
