[Windmill-dev] Windmill 'js' directory structure

I'm all for it.

We shouldn't need to make any changes to setup.py for packaging since  
we use find_packages().

This will mean a lot of changes to variables in the Service.

Adam, move all the packages in one checkin but don't make any changes  
to the actual files.

I'll update the service code to point to the new location in one  
checkin after that. Then you can tweak all the source files that need  
changing to reflect the new locations.

I want to minimize the amount of changes we do to files while they  
are being moved because subversion sucks at handling that if you do  
it in one checkin.
