[Windmill-dev] Rerun setup.py develop if you're running in developer mode

We moved the scriptfile into the scripts directory and out of the  
windmill/bin because it was causing problems.

This means that you need to rerun python setup.py develop in order to  
get a new script built by setuptools that links to the moved file.

Sorry for the inconvenience.

Unless you are developing on windmill yourself, now would be a good  
time to move to the pre-built packages from PyPI rather than using  
the trunk.
