[Windmill-dev] Documentation follow up

We made it a long way last week in terms of documentation.

The WindmillBook ( End User Manual style documentation project ) has  
finally overtaken the old GettingStarted page in information and  
organization.

I've updated the WikiStart page to reflect this, delinking  
GettingStarted and removing the "in development" note on the  
WindmillBook.

WindmillBook is _not_ perfect. Some chapters are still incompleted or  
not there at all, some of the existing pages need to be cleaned up,  
but at this point it's definitely a better source of information  
about windmill than the old GettingStarted page.
