[Windmill-dev] waits.forElement broken?

Alrighty guys, I just dropped in a fix and tested the crap out of it  
manually, with the cosmo test and with functest, this now works  
correctly with the unit test assert on the length of time it takes to  
run etc.

Please give this a try and let me know if anything looks funky.
