[Windmill-dev] Branched for 0.3, trunk is now open

Ok people,

0.3 is ready for release. I'm not going to push the button until we've  
updated the documentation, we changed a lot of public facing options  
and created a good amount of incompatibility between the two releases.

I've created an 0.3 branch for any fixes we find in the 11th hour but  
I'm expecting it to remain untouched. If you want to make any non- 
critical changes for the next 0.3.x release you can make them in the  
trunk.

The trunk and the 0.3.x releases will flow just like 0.2.x. We'll  
begin work on major feature work for 0.4 once we have confidence in  
the stability of 0.3.
