[Windmill-dev] Windmill Documentation

Ok, windmill documentation is a serious problem.

One, we lack all the end user content we need.
Two, the organization of the documentation is terrible.

After some discussion I think the best solution is to break the wiki  
in to two sections.

WindmillDevelopment -- Pages structured and pertaining to development  
work on windmill
WindmillBook -- All end user documentation, from the simplest to the  
most complex broken down in to chapters than unfold logically like a  
book (All page names should start with 'Book')

The main windmill wiki page should only have those two section names  
and the AboutWindmill page.
