[Tools-dev] Moving windmill out of tools-dev

So in preparation for our OSCON launch and an expected increase in  
traffic there are a few things we need to do.

Windmill has always been a little different than the other tools-dev  
projects;

- it's in a seperate svn repository
- we use a trac install for wiki and bugs rather than  
wiki.osafoundation.org and bugzilla.osafoundation.org like the tools- 
dev projects

But there are still a few places where windmill is part of tools-dev.

- it uses the tools-dev mailing list
- it users #osaf-qa on freenode like the other tools-dev projects.

After a discussion with Ted we would like to move windmill to it's  
own mailing list and irc channel. It would also be nice is soup  
logged #windmill.

In addition, we would like to start work on a "splash page" for  
windmill at http://windmill.osafoundation.org, trac will still be up  
at http://windmill.osafoundation.org/trac . This page will contain  
instructions for installation and simple end user documentation as  
well as information about the project and some screencasts. Nothing  
too fancy, but someone easier to navigate and start using windmill  
than getting around the wiki. This will be worked on in the contrib  
directory in svn.
