You might want to ask java-users at lucene.apache.org that very question 
because PyLucene with JCC is really Python wrappers around C++/JNI wrappers 
calling into Java Lucene running inside a 'traditional' VM. Most of the 
scalability questions you might have with running Java Lucene inside a Java 
VM on Windows would be best answered there.
