[pyicu-dev] preparing release 1.2

  Hi,

With the recent ICU 4.8 release out now, and a few fixes around its 
incompatible changes, PyICU release 1.2 is ready.

This release, so far, has very few new things, just a few bug fixes.
In particular, it wraps nothing new added in ICU 4.8.

This is a call for ideas and patches about what could/should be added for 
this release based on new (or not so new) things in the ICU 4.8 release.
