[pyicu-dev] Locale::isBogus() and Locale::setToBogus() patch

Hi Andi,

I've made a patch to bring the Locale::isBogus() and 
Locale::setToBogus() methods to the Python side. Please review it and 
see if it's suitable for integration into PyICU.
