[pyicu-dev] Problem installing PyICU on Cygwin

Dear all,
Thanks for the pointers, I did get it working. My _PyICU.dll was in the
path and found, but when it couldn't find ICU DLLs (because they weren't in
my path) it gave Python an import error. Playing around with the path and
everything works well.
