[pyicu-dev] Problem installing PyICU on Cygwin

Did you build ICU with Cygwin or with MSVC?  I'm not quite clear on the 
actual error here, but you might want to take a hard look at the DLLs 
and see if they are named/installed correctly.  Are they icuucXX.dll 
where it is looking for libicuuc-X.X.dll, for instance?
