[pyicu-dev] pyicu with python 2.3 under windows

I have the same problem. I reverted to ICU 3.4 with pyicu 0.5 with patches to
build agains python 2.3.
This runs fine for me. I have no time to investigate version 0.6 against
python 2.3 build problems.

Because python 2.3 is a little bit outdated I hope I can switch to
an newer python version in the near future.
