[pyicu-dev] setup.py? Eggs?

Is there any chance that we could get a distutils- or eggs-based distribution
for pyicu?  The make file is a bit of a pain to edit.  Also, is there any
chance of getting a istribution that doesn't require swig?  Especially since
a non-current swig is required?  Perhaps the source files generated by swig
could be distributed?
