OK so you are implying that the SEQUENCE number is being used by the 
ORGANIZER to track responses to different revisions of an event.

Right - but isn't the organizer also required to change each attendee's 
RSVP to TRUE? Or are you saying that a change in sequence number always 
requires a reply (even if there is ultimately no change in PART-STAT on the 
attendee's side)?
