You never ask for the reason! My guess is: the formal reason is that it is a
registered mime media type. There may be technical or others.

If a character can consist of 1, 2 or three bytes/octets and you change from
octet to character it is the same. Even if exaggerated. The result is: it
will not be 75 octets.
