[Ietf-calsify] timezone/rrule standard/basic proposal

Hi Folks,

I'm sorry, I'm just not following how an RRULE like "1PM every Monday" 
will work in UTC, when the user is in a timezone whose UTC offset 
changes with DST.  Seems like this will fail about this time of year 
regardless of whether I'm interacting with people in different 
timezones.  Am I missing something?
