I've always thought that this property is intended as an informational 
marker, not as a strict access control setting. Like a paper which has 
CONFIDENTIAL in large red letters on the background (you can still read 
it if you got it, but you know that you are not supposed to pass it to 
the competitors sales guy ...).
Personally I find it pretty useful to let the consumer know how he is 
supposed to deal with the information item he received.
