Always matching. That's the approach we've used for VTODO in RFC4791.

Yes. We will clarify that CALDAV:calendar-timezone MAY be set on the

CALDAV:supported-calendar-data should definitely be supported on both
the scheduling inbox and outbox collections. CALDAV:max-resource-size
would also make sense, but then with the new scheduling approach it
really is the value set on the scheduling calendar collection that will
matter. Other than that, it's not clear that support for the other
calendar collection properties is actually needed on the scheduling
inbox and outbox collections.
