it's not just icalendar. there still aren't mature webdav client
libraries in the languages i work with most frequently (java, perl,
php). it's almost trivial to write a client in any of those languages
that can retrieve and process hcalendar via atom, but it's orders of
magnitude more work to do icalendar over caldav.
