Not sure what you want a summary of.  If you want to know the  
practical differences between RFC2518 and RFC2518bis, there's a  
section for that at the bottom of the RFC2518bis doc, sorted roughly  
according to whether an implementor is likely to have to make changes  
as a result of the spec change.
