We (authors) are working on some new text for the attachment section to
clarify the client behaviour. The bottom line is CalDAV clients themselves
are not required to download/execute external attachments - they just have
to be able to 'hand-off' the URL for processing by some other service (e.g.
local "helper app").
As to Section 8 being informative - I will check about that, but I do think
its normative because we are using MUST etc.
