[Ietf-caldav] Access of external attachments a MUST?

Just noticed, the whole Guidelines section *seems* to be informative instead
of normative. You should state this in brackets to chapter 8. Found this in
the to-be-removed version history only.

This means every "MUST" in chapter 8 just repeats a MUST in another part of
the/a specification for clarity. However, I cannot find such a references
for some "MUST"s in chapter 8.5 and 8.6. Either find and mention a reference
or drop the parts affected or move the parts to a chapter before chapter 8.
Otherwise, have I overlooked these MUSTs and it is my misunderstanding?

Any comments on this? Especially a word from the author(s) about the idea
behind chapter 8 would be helpful - especially 8.5/8.6.
