If you don't support PROPPATCH I would say you MUST return 501 (not 
implemented) and remove PROPPATCH from the OPTIONS allowed header.

This way the client at least has a chance to discover the fact in 
advance instead of being required to deal with per-property errors 
(which really only makes sense if the property is a separate, protected 
resource [eg for per-user properties]).
