[General] Bugzilla update planned: Tuesday July 31st, 10am-11:30am

Our bugzilla.osafoundation.org instance is scheduled to be updated to 
Bugzilla 3.0 next Tuesday.

The specifics: Next Tuesday, July 31st, between 10am-11:30am, bugzilla 
will be down to undergo an update procedure.  All bugzilla features will 
be unavailable until the update is complete.

All data in bugzilla will be preserved and you should be able to pick 
right back up with maintaining your tickets.  Some web UI layouts and 
features will have changed but we think it'll be a quick adjustment. 
We'll apologize in advance for any difficulties you encounter, but 
overall this should be a good step forward.

Please report any difficulties you have with bugzilla so we can fix 
those problems for everyone.
