[General] [Proposal] Revamp OSAF Website

Hi Jared,

I've uploaded a new versions of the HTML layout (without the OSAF  
News links) to bug: http://bugzilla.osafoundation.org/show_bug.cgi? 
id=10018

I'm not sure about getting rid of the Community link. It's actually  
called OSAF Community, not Chandler Project community.

Ted, do you have any thoughts on this issue?
