I've moved all pages with redirect links, that were in the Journal area, 
to the Projects area, closing this item.  And then updated the links.

Also I put placeholder pages in places for /guide and /knownissues 
(Projects.GettingStartedGuide and Projects.KnownIssues), which are blank 
now except for pointers to the old page.

I also added an IRC redirect.
