Through asking around more, the consensus for official naming seems to 
be "Developers" (plural) not "Developer" (single), "Development", or 
"Develop".  The "final name for EngineeringArea" issue is closed.

The chandlerproject.org/Developers/WebHome and 
chandlerproject.org/Notes/WebHome wikis will be created shortly and 
added to the top navigation (dropping Journal and Projects).
