[General] Wiki web name for EngineeringArea

The decisions as I understand them:
1) The current "Engineering Area" was to be renamed "Developer Area".
All engineering documentation will live in this area, for example. The
home page of this area will have a link like:
http://chandlerproject.org/Developer/WebHome (not active yet)
Jared is looking at picking the string in the URL, and the string that
is used at the top. Until Jared pushes it out, it lives here:
http://chandlerproject.org/Projects/EngineeringArea
Ted and I are working on it.
2) Where we want links called "For Developers", the links should be to
the top level of the developer wiki area:
http://chandlerproject.org/Developer/WebHome (not active yet)
Older content on existing "for developers" html pages is essentially
depricated, it should be covered by this section. Ted and I are
responsible for making sure that happens.

3) Ted is also working on a "Get Involved" page, which will be aimed at
multiple audiences. This page should be linked to from various places,
including the "developer area" home.
