[General] Enhanced list archives available (mod_mbox)

A new mailing list archive system based on Apache's mod_mbox is 
available for the OSAF mailing lists.  Here's an example of the new system:
  http://lists.osafoundation.org/archives/chandler-users/200708.mbox/browser

We have not yet found a perfect archive system, but we've switched to 
mod_mbox for primary access for a number of benefits:

* Atom feed available (track lists via Atom!)
* Ajax-based web UI, significantly better looking than previous archive
* Able to edit source archives (like for removing spam) without breaking 
URLs of other messages
* Somewhat better multipart message support, but it's still spotty.

The previous archiving system is still available, so we haven't lost 
anything.  Not every list we host is available on mod_mbox (ask if a 
favorite of yours is missing), and not all lists have full histories.

But for most purposes, we think people will find the new system more 
pleasant to use.  Only time will tell...
