[General] Troubleshooting page

Okay, after futzing around with a bunch of different options, I
settled on this one:
Instead of having links to all 6 (Features, FAQ, Known Issues, Get
Started Guide, Release Notes, Troubleshooting) pages on each page, I
link to Release Notes and Troubleshooting as a ---++ header from only
the 'relevant' pages.
+ Release Notes is accessible through the Features page.
+ Troubleshooting is accessible from FAQ and Known Issues pages.
I also removed the x-links from the Release Notes page because they
already exist in the lefthand nav: Download, Features, Get Started,
etc. However I did keep the links to Cheeseshop and Contributed
Builds and put them in a right-hand nav.
It's not perfect, but I think in this case having fewer points of
access might be less confusing than cross-linking everything from
everywhere. We can easily tweak based on user feedback as we go along.
