Yes, this has been done (closing #9992).  I moved the old page out of 
the way, but let it *break* all those links, then moved the 
ChandlerProjectHome into Projects/WebHome so the links started working 
again.  The server redirect URL was also updated of course so this 
should all be working.

The features page was also moved to the Projects web per a similar ticket.
