[General] Mailing list renames to happen Tuesday March 14

Changing the commits list involves more than just the mailman side so
it should not be considered as part of the other changes.
Any changes to the commits list would need to be coordinated with me so
I can modify the scripts on the svn server (and other locations) to
conform.
