[General] IRC move to Freenode - details

The move to IRC will involve the steps I outlined earlier but that was 
an overview so I wanted to break down some of them into more detail.

server name
	irc.freenode.net  (Freenode maintains a number of servers and the 
specific server you connect to is determined by round-robin dns)
osaf related channels
	the following have been registered by me: #chandler, #cosmo, #scooby, 
#osaf (what was #staff)
	 - other channels can be created as needed by me
nicknames
	because Freenode is *huge* there is a good chance the nickname you 
have been using may be taken
	once you find a nickname you want to use you will need to register it 
- I will outline the details of that later
bots
	egg and soup will be shifted as soon as this proposal is approved and 
the move date is reached
logs
	all logs will be maintained and the normal method of access will 
continue to work

My plan to handle people who are slow to move is to modify soup to 
announce to any channel a message as soon as someone connects.

Just some information to help flesh out the details - please let me 
know if anyone has any questions.
