[General] Older Chandler downloads still appearing in Google searches

Dan S. just pointed out on IRC that if you google for 'chandler 
downloads' you get links to versions 0.1 and 0.4 of Chandler!

Not exactly where we want to be pointing curious folks I think :)

I asked some of the web heads on the Scooby team (/me waves to mde) and 
got some schooling about how page ranks and the like are done.  After 
some discussion we determined that the best course of action would be 
to put in place http redirects for the older versions and move those 
binaries into an archives folder.

Unless I hear any convincing arguments as to why this is a foolish 
change :) I'll make the change Monday, Feb 27th.
