[General] Canonicalizing mailing list names

First off, +1 to the suggested mailing list changes.
Maybe this is a good time for me to suggest that we have a chandler-
parcel-dev mailing list.
I think that soon there will be more and more people coming in to the
community that wish to do parcel development but not core chandler
development and overloading them with mail may turn them away.
