[General] Canonicalizing mailing list names

+1 on scheme #1. It's the way most other mailing lists are divided.  
Hiding the name in the domain is difficult to spot - I thought you  
were merging cosmo+scooby+chandler into one giant dev mailing list  
there for a minute.
