[General] Canonicalizing mailing list names

Hi all,

At the moment, our mailing lists are named in a confusing fashion:   
we have:

'dev' -> chandler development
'cosmo' -> cosmo development
'scooby' -> scooby development

This is a historical artifact of the days when we only had one  
project -- and those days are long gone.  So I'd like to propose that  
we rename the mailing lists is a way that is more indicative of their  
purpose.   Here are two possible schemes:

1. all lists are <list>@osafoundation.org, and we prefix each list by  
the name of the project
dev -> chandler-dev at osafoundation.org
cosmo -> cosmo-dev at osafoundation.org
scooby -> scooby-dev at osafoundation.org

When we need end-user mailing lists (and we will):

chandler-user at osafoundation.org
cosmo-user at osafoundation.org
scooby-user at osafoundation.org

general at osafoundation.org would remain the same.

2. all lists are list at project.osafoundation.org

dev -> dev at chander.osafoundation.org
cosmo -> dev at cosmo.osafoundation.org
scooby -> dev at scooby.osafoundation.org

the end user lists would be:

user at chandler.osafoundation.org
user at cosmo.osafoundation.org
user at scooby.osafoundation.org

general at osafoundation.org would remain the same.
