[Dev] Bugzilla patch reviews streamlined

Last week I made a couple of patches and asked for reviews for those. I
was pleasantly surprised how the new Bugzilla interface has been
streamlined for this process.

When you attach a patch, you can specify the review request at the same
time. And if you obsolete a prior patch, the review request for that
obsolete patch is automatically cleared.

What used to take five or more steps is now a one step process!
