[Dev] Chandler Windows startup scripts: RunChandler and RunPython

IMO it's a perfect example of that bug - with all of the different ways 
of starting Chandler we have a couple "paths" that do not get used all 
that often so this issue was dormant until now.

Next week I want to start a discussion here about a solution I have 
thought about that would answer these concerns.
