[Dev] version number update

I've implemented the new version numbering scheme and the various 
builds are now generating distributions using the new scheme.

for details and examples.

For the continuous builds, you will see names with the following 
information:

Chandler_OS_SNAP_VERSION.dev-r####-YYYYMMDDHHMMSS.*

OS			osx, win, linux
SNAP		debug or release
VERSION		currently 0.7alpha2
r####		the svn revision #

and the YYYYMMDDHHMMSS is the timestamp of the build
