[Dev] Preliminary 0.7 milestone/alpha schedule

First cut at alpha dates, and *very* tentative 0.7 release date:

0.7alpha1 Feb 28 (quick checkpoint where we stand)
0.7alpha2 Apr 27 (6 weeks dev + 2 weeks stabilization)
0.7alpha3 Jun 29 (6 weeks dev + 2 weeks stabilization)
0.7alpha4 Aug 31 (6 weeks dev + 2 weeks stabilization)
0.7 Oct 19 (7 weeks like we planned with 0.6)
