[Dev] Bug council meetings

Bug council will be meeting twice a week from now on to triage bugs and
drive us towards a release. At a later date we will probably switch to
more frequent meetings.

We'll be meeting at 4 pm every Thursday; the other date and time TBD later.

Permanent members of the bug council are Aparna, Sheila and I. Other
people are welcome to attend, and we'd like to have a representative for
your area whenever we are triaging your area. To facilitate that, we
intend to have an agenda for each meeting, where the agenda specifies
either an area of code or a person whose bugs we are triaging.

Today's 4 pm meeting will start with alecf's bugs, followed by john's
bugs. I chose them because they are two of the "most doomed" (most bugs
assigned) engineers.
