[Dev] TWiki patched against include-based command execution

Another security vulnerability will be announced by the TWiki project in
a couple of days.  I have applied the needed patch directly to the TWiki
code base again and checked that basic function remains.  This update
has not been carefully tested in our environment however, so please
report any odd behavior noticed on our public wiki.  Thanks.
