[Dev] Kind Builder proposal

At the last OSAF All Hands meeting Mitch asked if scripting could be  
used to build parcels.  That got me thinking a little bit about the  
future of scripting in Chandler, and I decided to write up a proposal  
for "Kind Builder", a simple UI that makes it easy to build your own  
Kind.  Once you have a Kind defined, it's easy to start creating and  
editing Items based on that kind.

It's just a proposal to build a prototype, with some very simple UI,  
so we can start exploring the idea of allowing users to create their  
own kinds of data.  See the wiki page for more information:
