[Dev] chandlerdb updated (0.5-17)

After your next 'svn update' you need to get the latest chandlerdb version by 
running in 'chandler':
   make chandlerdb  - OR -
   make install

The changes include the addition of a new isitem(foo) API, a faster, 
not-so-foolable version of isinstance(foo, Item).

Support for the new -V / --verify-assignments command line option is also in 
there. To turn on literal attribute assignment verification (bi-refs are and 
were always checked), use -V or --verify-assignments.
