[Dev] Milestone m5 build next week

I would like to remind everyone that the Milestone m5 will be happening 
next Wed, September 7th

I would like to set the tree to RESTRICTED early Tuesday.  What this 
means is that any change needs to have the following *before* being 
checked-in:

     - a bug associated with the change that has been identified by the 
bug council as a m5 blocking bug
     - a review that follows the review policy
     - a clean unit-test and smoke-test run

If you are unsure that your commit meets the above, please don't 
hesitate to check with me or the bug council.

*NOTE* since Monday is a holiday, this means that you will only have 
Tuesday and half of Wednesday to fix any bugs before the Milestone 
process is started on Wednesday.  Please make sure your commits are 
clean and tested.

I'll be aggressively backing out commits starting Tuesday to keep the 
tree "healthy".
