[Dev] [havefix] status whiteboard convention

We have a bunch of bugs that have fixes in local trees, attached
patches, branches, or in external or internal but that have not made it
to the make install build (which is the canonical build from which we
get releases, test, etc.)

The bug council is finding it useful to have this status readily
available, and we'd like to experiment with having [havefix] in the
status whiteboard for those bugs mentioned above. We may make that into
a keyword at a later date.
